Utilities civil work is mostly trenching, and with trenching the depth, the separations and the ground decide the price. We price each trench by what goes in it and how deep it is, and each crossing by how it will actually be built, open cut or bored.

No, just the civil side: trenches, conduits, pits, crossings and reinstatement.
Is it cheaper priced with the roads and drainage?
Usually, because the digging and reinstatement for shared trenches and crossings only get counted once.
